I found the easiest way to farm these is around Lake Bounty in Gendarran Fields.

Just kill River Drakes and their Hatchlings. You can kill the underwater creatures, but water combat is clunky and awkward. I was more comfortable on ground where I could kill River Drakes much faster. I got 17 Small scales in 20 minutes.

Another note is that the drakes also drop Small Claws, so that's a bonus as well.

Small Scales can be found from Barracuda's, Gulper Fish, and Ridgeback Skales around Lake Gendarr in Gendarran Fields (25-35)
